In 2008, the American Clean Energy and Security Act was passed by the House of Representatives, but because the process takes time for the Senate to consider, such passage had not that much effect. Within the ACES Act, carbon legislation includes a cap and trade scheme for the US business sector and this approach will now be considered by the Senate during the course of 2010.
A cap and trade scheme as part of a comprehensive carbon legislation approach to energy efficiency, would require organizations to detail their carbon footprint and force them to proactively take steps to reduce their energy appetite. Indeed, some senators are arguing that they should continue their agenda and aim for another "breakthrough legislative fight."
Carbon legislation in the United Kingdom may only affect approximately 5000 of the largest emitters of carbon dioxide, but proponents argue that its overall effect, in concentrating the mind of big business, will have a spillover effect, prompting conservation and a reduction of carbon emissions across the country.
Every organization in the country would do well to consider the growing call for carbon legislation and consider ways to aggressively calculate individual ways to cut emissions, taking steps to reduce energy consumption prior to the introduction of any punitive framework.
