When a new hair grows, it is finer that the one you have removed and can't break through the top layer of skin simply. Exfoliating ( ie, removing this top layer of dead epidermis cells ) will help better regrowth, dumping ingrown hairs. Ingrown hairs can simply get infected, requiring antibiotics and most likely leaving wounds.

Epilators are rather inexpensive decisions to shaving ( purchasing all those razors truly adds up ) or the more permanent but seriously dear laser hair removing. The sole way to see what does it for you is to experiment.
