A Greener Budget?
In the UKs new coalition government emergency budget on Tuesday
, it was stated Climate Change is one of the most serious threats that the world faces. The Prime Minister, David Cameron, has pledged to make this the greenest government ever. In the autumn, the government will publish proposals to reform the climate change levy, this makes it likely that recommendations made as part of consultation on the Energy Performance of Buildings recast (EPBD2) which is due to end this month are likely to be introduced sooner rather than later.
These proposals are:
extending appropriate access to Energy Performance Certificate (EPC) data to other Government Departments and agencies, local authorities including Weights & Measures departments.
property adverts and written particulars to show the EPC rating for both domestic and commercial property when marketed.
EPCs for houses in multiple occupation (HMOs) when rooms in such buildings are rented out. Landlords would be required to make an EPC for the entire building available whenever a room in the HMO was rented out.
EPCs for short-term holiday lets (cumulative 4 months or more)
extending Display Energy Certificates (DECs) to commercial buildings (currently they apply only to public buildings over 1000m2)
making lodgement of Air Conditioning Inspection Reports on the England and Wales non-domestic EPC register mandatory
clarifying when EPCs are required for sale or renting out of domestic and non-domestic properties.
support the central role that LAs play in enforcing the EPBD requirements and in developing Local Carbon Frameworks to tackle climate change.
These changes can be introduced without further legislation, with exception of DECs. Changes been agreed in principle in Europe. The purpose of the recast is to extend the scope of the original Directive.
Buildings are responsible for 50 per cent of the UK's energy consumption and CO2 emissions. Businesses play an important role in taking care of the environment as part of their social responsibility and of fulfilling legislative requirements. With high energy costs there can also be a real financial incentive to companies going green. The concept of climate change may be controversial, but whether you agree or not, the fact that fossil fuels are an expensive and diminishing resource is reality.
