Portlands Downtown Waterfront District is experiencing a development boom. The South Waterfronts expansion is part of the Portland Development Commission's North Macadam Urban Renewal District plan. In early 2004, the first phase called River Blocks" development began. This included the construction of residential condominiums and medical research towers.
