Also, find out if s/he is approved to practice these procedures at a community hospital, because this involves a process of peer-review and gives you the guarantee that your doctor has the skills you require.
Many new surgeons, fresh out of medical school, will offer discounted rates on surgery so that they can gain the experience they need to build their resume. But to put your life and your well-being into the hands of an inexperienced surgeon just to save a few thousand dollars is the equivalent of playing Russian Roulette.
Plastic surgery is not a minor process - many of the procedures involve major surgery and, in the hands of an unskilled professional, it can result in deformation and even death. A number of deaths from surgery and botched-up procedures have resulted because people chose a cheaper, more inexperienced surgeon over a more expensive and experienced one.

When choosing a plastic surgeon, cost is just one factor. Experience, certification, training, skills, and your comfort level with your doctor are also important. It would be unwise to choose a doctor based on any of these factors at the cost of the others.
