The second 'Planning' or 'Pre-planning' step involves clearly determining what the website is expected to do (its scope, audience and goals) and creating project definition documents to guide the Web designing process. The third 'Information Architecture' or 'Information Design' step defines how the information is to be categorized and presented to users and also includes designing the website navigation to make it user-friendly. 'Graphic Design' the fourth step, is about creating visual balance and readable text; both critical to a user-friendly Web design.

There are any number of companies on the Net offering 'Web Design Services' and one has to be careful in choosing a firm (or a freelancer, for that matter) that can meet your design needs within your financial and time budgets. It is advisable to carry out a background check with respect to their experience (portfolio), reasonability of prices, type of feedback from their clients etc. Offers selling automated websites are best avoided - they are often rip offs! Similarly, free web designs or free website design templates offered on the net (though economically attractive) are not a good idea either unless you know the source of the free design; they are mostly amateurish and not very user-friendly.
