Being one of the largest well defined industries, tourism used to be a multi billion dollar market worldwide prior to the 9/11. Other than the constraints of fears of terrorists' activities and government policies of eco-taxation in modernized tourist countries, public, consumer choice, as well as means of producing foreign exchange has changed. Capitalist government and socio-theorists believe that tourism is the most convenient' means of attaining foreign exchange particularly when it comes to Third World countries. Though Third World countries on one hand are gifted by the burden of debt granted by the World Bank and IMF, on the other they are the ones littered by the menace of legal or illegal corruption. Fulfilling the strict terms of the lending policies of the foreign organizations, how could they be able to provide attention to the tourism Industry' that is already stained by peril influences of terrorism?

Things have much changed in this era's economy than what they were prior to 9/11. if we analyze this rationally in the light of the situational theory of public, it is true that today spotting tourism and the decision of the public to a particular tourist resort depends on the basis of three accounts of variables. The foremost is the problem recognition once the public unveils any serious problem or threat to the destination, the decision could change. Then is the risk analysis to which the public assumes the extent to which it could have been affected or involved. Finally is the probability to identify constraints in counting things beyond their control. It is obvious that these three variables also determine the patterns of consumer spending during tourism.

It is due to this reason when riots break out anywhere that promises wholesome tourism, the industry that immediately touches in the wake of terrorism is no other than tourism. Pakistan is one such case. Northern areas, once was a vibrant center of visitors not only for the locals but also for the international tourists who travel far and wide seeking scenic views capturing nature. The salubrious resorts and hilly villas built on the mountains offered every ecstasy that a visitor could ask for. Now, though the situation has been much restored after war on terrorism', habitant there is still a need to restore tourist trust that has been shattered in the wake of terrorist attacks. The above three variables will not work in this stance. The only thing that would make the situation better and would able to restore brimming tourists is the reconstruction and development of new projects. The government ought to take measures to impress the would be visitors' in terms of security and luxury in order to regain the lost trust, one which is shattered with crumbling rubbles!
