History is proof of the fact that when you have resources available, industries will come up. That has been the case for industries based on agro-produce or on products made out of materials. In the case of the BPO industry, the reality is not far from this accepted practice. Call centers invariably shoot up when there are certain factors in place. Many of these factors are man-made and some happen to be at the right place at the right time. When all of these fall in place, call center investors find it interesting. They look at the available options and if the investment would ensure good returns for them. Finally they take the plunge. Usually one customer service units shows the way. When the effect is heartening for the industry in general, there are others joining the fray.

The primary factor that makes a spot a BPO haunt is the availability of manpower. You can transport equipment from one place to another but you cannot do the same for manpower. The place has to have a decent number of educated men and women who can work at the call centers. Traditionally speaking, call center units do not ask for very high educational qualifications. If you have a flair for telemarketing, you can easily earn a very handsome salary and you can do that without a proper college degree. This is one sector where you are judged on the work you do and not on your past laurels. If you have been a poor student academically but can pick up the nuances of telemarketing services without a sweat, you are very much made for this industry.

Secondly, there is the question of infrastructure. Other than the usual office commodities, you will need set-ups for internet, telephones and other connectivity. It is the job of the government to ensure that the BPO hubs are getting proper connections of telephones and internet. Customer service and lead generation need seamless internet connections at all points. Calls are often web-enabled and without the availability of strong connections, there will be call drops and distortions. That will mean irritation for the callers and a bad name for the BPO service unit. It's not the question of getting internet connection only. The connection must be cheap. High prices of internet connection would mean additional expenses. That will shoot up the price of call center services, above the competitive price slot of the market.

Government back-up is another important requirement. Any nascent industry needs the support of the local administration. Many ruling governments have allowed tax concessions and other benefits to BPO units. The powers-that-be know that call centers can solve their problem of unemployment. There will be more jobs generated and the youth of the region can earn a decent pay at the end of the day. It takes the heat off them for not making enough efforts at generating jobs. In this context, the initiatives of the government would be highly motivational for other investors to come and throw their hat into the ring.
